ANALYSIS: New Zealand is standing with its traditional partners in condemning the Chinese Government’s role in cyberattacks that affected people around the globe earlier this year.

The move is an overt one that comes as the New Zealand Government continues to try to balance a values-based independent foreign policy with maintaining relationships with the country’s largest trading partner, and commentators say it could cause issues.

The Government has once again said it is not considering a wealth, death, or inheritance tax - despite speculation from Opposition parties it is "preparing" for it.

An inheritance tax is imposed on people who are bequeathed or get assets from the estate of someone who's died, also referred to as a death tax.

An unprecedented condemnation of China’s involvement in cyberattacks is ramping up tensions between China and the United States and its allies at a time when these are already high.

Late Monday New Zealand joined the US and many of its partners including Canada, Australia, the EU as well as military alliance the North Atlantic Treaty Organisation (NATO) in blaming Chinese state-sponsored actors for “malicious cyber activity.”

The New Zealand Government's accusation that "Chinese state-sponsored actors" are behind "malicious cyber activity" in Aotearoa is "groundless and irresponsible", according to the Chinese Embassy in Wellington.

In a coordinated condemnation of China overnight, New Zealand, the United States, the UK, Australia and other international partners said a Chinese state-sponsored entity called Advanced Persistent Threat 40 (APT 40) is linked to malicious activity in New Zealand and around the world.

Today's multi-country condemnation of cyber-attacks by Chinese state-sponsored agencies was a sign of increasing frustration at recent behaviour. But it also masks the real problem - international law isn't strong or coherent enough to deal with this growing threat.

The coordinated announcement by several countries, including the US, UK, Australia and New Zealand, echoes the most recent threat assessment from the US intelligence community: cyber threats from nation states and their surrogates will remain acute for the foreseeable future.

New Zealand has joined an “unprecedented” group of United States allies across the globe blaming China for cyberattacks and exposing government connections to criminal contract hackers.

On Monday night New Zealand’s spy agency minister confirmed Chinese state-sponsored actors were responsible for “malicious cyber activity” in the country – including a massive Microsoft Exchange hack earlier this year.
