The Christchurch mosque terrorist says he pleaded guilty to the murder of 51 people last year because of the inhumane and degrading treatment he experienced while awaiting his trial.

Brenton Tarrant's lawyer, Tony Ellis, has made the claim on his behalf in a memo to chief coroner Judge Deborah Marshall ahead of the Coronial Inquiry into the mass killing.

Counties Manukau District Health Board (DHB) has reached 90 percent first doses of the COVID-19 vaccine, bringing Auckland closer to moving to the traffic light system.

Data released by the Ministry of Health earlier on Sunday showed the DHB had to vaccinate just 192 more eligible people to reach the 90 percent first dose target.

Prime Minister Jacinda Ardern welcomed signs from the United States of a bigger engagement in the Indo-Pacific region, saying in an interview with US television her Government has "mature" ties with China that allow for disagreement.

Ardern will host an online summit next week of leaders from the Asia-Pacific, including the United States, China and Japan, to discuss how the region can recover from the COVID-19 pandemic and the ensuing economic crisis.
