In writing, once again, about the New Zealand Defence Capability Plan Review, I’m reminded of a TV advert that used to run for Christian Children’s Fund. The script went like this… “As America rushes off to work – a little girl waits…” It flashes between frenetic images of first world problems and a little girl sitting alone on a hillside in the third world. It ends with asking the viewer to do what they can and support one child for just 80 cents a day.

The recently announced Defence Capability Plan reconfirmed new capital expenditure of around $20B on Defence out to 2030. This is subject to the government of the day having the money and desire to actually approve each business case. However, there is a hidden cost to this re-equipping which needs sorting out.

MV Edda Fonn – soon to be HMNZS MANAWANUI (A09 – the fourth of her name) has arrived in New Zealand. The english translation of the ship’s Maori name according to many is “to be brave or steadfast.” However, another translation is ‘Patience.’ Both seem particularly apt for describing the way in which current and former members of the Royal NZ Navy have conducted themselves. This vessel represents, in a political sense, everything that is wrong with the way successive governments deal with national security.

Search and rescue missions are tense for Squadron 5; silent. Crew members keep a close eye out the windows, looking for signs of movement;strange objects. Counter-piracy missions, and anti-warfare training are louder. There's constant chatter: is the ship a threat, whose is it, what's it doing, what happens next.

The computer-generated renders are only representative, but they are the first tantalising look at what the future sailor can expect in terms of living and working aboard the RNZN’s largest ship in history.
