The United States and its European allies are poised to announce harsh new sanctions against Russia on Tuesday after President Vladimir Putin formally recognised two breakaway regions in eastern Ukraine, escalating a security crisis on the continent.

The Ukrainian military said two soldiers were killed and 12 wounded in shelling by pro-Russian separatists in the east in the past 24 hours, the most casualties this year, as ceasefire violations increased.

The Prime Minister has called Russia's latest act against Ukrainian territory "deeply concerning", while the Foreign Affairs Minister has expressed concern it is a "calculated act" to create a "pretext for invasion".

Russian President Vladimir Putin was condemned globally on Tuesday morning after declaring two Ukrainian separatist states as "independent" and ordering troops to cross into the regions under the guise of 'peacekeeping'. There are reports of tanks and other military equipment being moved across the border.

Jacinda Ardern says the Government's COVID-19 vaccine mandates remain important due to the more severe Delta coronavirus variant still circulating in the community - despite Omicron being the dominant strain.

The Prime Minister's comments come after ACT Party leader David Seymour said it may be time for the Government to move on from vaccine mandates.

The United States has informed the United Nations it has credible information showing that Moscow is compiling lists of Ukrainians "to be killed or sent to camps following a military occupation," according to a letter to the UN human rights chief obtained by The Washington Post on Sunday night (local time).

Prime Minister Jacinda Ardern insists she was "absolutely not" responding to the Parliament protesters by outlining a plan to ease COVID-19 vaccine mandates.

In a speech from the Beehive on Monday, Ardern said COVID-19 restrictions like vaccine certificates and mandates will start to ease after the Omicron variant has peaked in roughly three to six weeks.

Vaccine passes and some mandates will be done away with after New Zealand's Omicron outbreak peaks, which is likely to occur by the end of March, Prime Minister Jacinda Ardern says.

Based on the experience seen in some countries, there could be a "rapid decline" in cases following the peak, before they stabilise at a lower level, she said. It would be at this point where "we can start to do things differently", with Ardern mentioning that the traffic light settings will change.
