Some Russian units suffering heavy losses in Ukraine had been forced to return home and to neighbouring Belarus, British military intelligence said a day after Russia promised to scale down military operations around Kyiv and another city.

Ukrainian President Volodymyr Zelenskiy reacted with scepticism to the offer made by Russia during negotiations in Istanbul aimed at de-escalating a conflict now in its fifth week.

OPINION New Zealand has a long history of being slow to face up to the plight of its renters.

The tipping point is normally when the population of renters in an inner city grows to exceed the number of homeowners there: as it did in the 1920s, the 1930s, late 1960s and early 1970s.

Russia promised on Tuesday (local time) to scale down military operations around Kyiv and northern Ukraine as a confidence-building step, in the most tangible sign yet of progress towards negotiating an end to the war.

During talks at a palace in Istanbul, Ukraine for its part proposed adopting neutral status in the most detailed formula yet for a potential settlement to the five-week conflict.
