The recent announcement of a trilateral security partnership between Australia, the United Kingdom, and the United States of America has highlighted New Zealand’s long-standing, wicked national security problem. It is tied, in security terms, to protection from larger nations without the ability to influence them or even be invited to participate at all levels. Economically, New Zealand is deeply engaged with China as its major trading partner. This article traverses New Zealand’s three alignment eras, its lack of self-reliance and political inconsistency regarding national security. Alternate strategic posture options and means of national security governance are suggested as possible pathways to resolving the country’s strategic identity conundrum.

LoD: You’re professional experience spans several sectors and job roles. What are the key strands that connect these and that have led you to your current role as NZDIA CEO?
IH: I was trained as an aircraft engineer with Marshall Aerospace and Defence Group in England a long time ago. I loved aircraft and aviation, and working with the military came at an early age when I started my apprenticeship at the age of 16. I was on a team that carried out modifications for the fleet that went down to Stanley for the Falklands War, and in the process garnered a very good view into how the military works and how things change during a conflict situation. It was a very interesting time.

The two Canadian defence contractors tasked with upgrading New Zealand's warships have become embroiled in a legal battle that has delayed getting the crucial frigates back from the British Columbia shipyards.
Lockheed Martin Canada and Seaspan Shipyards were contracted by the New Zealand Government to install new high-tech surveillance, self-defence, and combat capabilities systems on HMNZS Te Mana and the HMNZS Te Kaha.
