Women in Afghanistan will be allowed to study in universities as the country seeks to rebuild after decades of war but gender segregation and Islamic dress code will be mandatory, the Taliban's new Higher Education minister said on Sunday.

The minister, Abdul Baqi Haqqani, said the new Taliban government, named last week, would "start building the country on what exists today" and did not want to turn the clock back 20 years to when the movement was last in power.

Over the last few months more than a few commentators at home and abroad have become highly sensitive to changes in the New Zealand government’s China settings. Statements about everything from Hong Kong, cyber-security, the origins of covid-19, and the treatment of the Uighurs have been subjected to forensic scrutiny. Yet last week, perhaps lost amidst a late deluge of Olympic medals, a significant development in New Zealand’s position on China’s claims in the South China Sea went largely unnoticed.

War-weary residents of Kabul expressed anger and feelings of betrayal by the US on Saturday, as the world marked the 20th anniversary of the 9/11 attacks that prompted a United States invasion of Afghanistan and the toppling of its Taliban rulers.

After a two-decade occupation, US forces abruptly pulled out of Afghanistan last month, triggering the collapse of its Western-backed government and the Taliban's dramatic return to power.
