New Zealand has thrown its support behind a British call for a United Nations fact-finding mission to investigate human rights abuses in Xinjiang, China.

International criticism of China over the abuse allegations has ratcheted up in recent weeks, with credible reports emerging of systemic torture, forced labour, and rape of the Uighur​ Muslim miniority in the northwest province of the country.

There are fresh calls for New Zealand to label China's treatment of its Uighur minority as genocide, with the ACT Party now urging Labour to bring a motion in Parliament on the matter. 

After a contentious parliamentary vote on Tuesday, Canada became the second Five Eyes nation to declare the atrocities inflicted on the Uighur people as being acts of genocide. It follows a similar declaration from the United States in January on the last full day of the Trump administration.

The navy will not have war-making frigates until at least the end of 2021, as a troubled upgrade of the two combat vessels continues.

Defence chief Air Marshal Kevin Short told a parliamentary select committee on Thursday that he was uncertain whether HMNZS Te Kaha would be fully operational by the end of 2021, having returned from being upgraded in Canada in December 2020.
